Issue Paper CERRE: Market Design Options for CCS in Europe: CO2 Transport and Storage Regulation
The report identified six buidling blocks for the market design of CCS in Europe: 1) CO2 transport network planning; 2) permitting of CO2 transport and storage; 3) ownership and unbundling; 4) system operatorship; 5) access to transport and storage capacities; 6) regulatory oversight & dispute settlement.
The paper emphasizes the critical need for providing precise legal definitions for key components of the CCS system. It also highlights the importance of addressing the current lack of alignment and coordination within the value chain. Given that the CCS market is still developing, the paper suggests implementing different levels and phases of regulation to ensure a level playing field among EU market actors. This phased approach would help balance the need for regulatory certainty and flexibility, thereby supporting the nascent CCS market effectively.
