Non-paper by the Netherlands: Policy reflections on the upcoming EU framework on fossil fuel subsidy phase-out

The European Union is developing a strategy to phase out fossil fuel subsidies, aiming to reduce strategic dependency and enhance stability in the energy market. The Netherlands is actively engaged in this effort and contributes its insights in this non-paper.

The Netherlands proposes three key building blocks for phasing out fossil fuel subsidies:

  1. Developing consistent inventories to assess fossil fuel subsidies.
  2. Creating a level playing field while promoting the adoption of clean technologies.
  3. Strengthening international momentum toward phasing out fossil fuel subsidies.

Additionally, it is included that it is crucial to address pricing incentives under the European Trading System for CO₂ emissions, as current compensation remains insufficient. A well-designed State Aid framework should also be developed to provide market-driven incentives for renewable energy investments.
